i cant see what you are doing
rules :
never run any pump dry, it is fuel lubricated and cooled.
if engine cranks and will not run (not told you)
then measure pump pressure only cranking, cranking matters. PSI cranking only matters, dead engine,.
some cars have key on prime pulse others do not. or based on air temps, yes/no. rules complex. avoid prime pump tests. (savvy?)
some new bosch pumps are 100% silent so noise tests are not good now, use use cranking PSI pressure only if wise. and hate taking a bath in fuel.
11vdc to pump pins cranked. (11vdc is battery resistance drop)
PSI cranked.
that is what matters.

below is battery voltage drop cranked, all 100% good
see the alternator wake-up, IT MUST./
11vdc cranked and 10.5 to pump (ohms laws Vdrop normal)

scopes RULE!

The fuel pump relay is #4, counting from the left on the top row of relays. (accessible from under the dash) It should have a control # XXXXX 208 printed on top.

Your fuel pump relay is on the top part of the fuse panel. It is the relay farthest to the right on the bottom row. If it is still the relay from the factory it will be stamped 67. Hope this helps.

Check in the black power box under the hood. Pull cover off and there is a diagram explaining what is what. Check the ignition fuse and fuel pump relay.

99 passat have no low beams only high beams and daytime running lights with switch on lose low beams any answers?

relay 1 engine compartment
fascia 2 relay 18 (if it is diesel) relay 10 (diesel again) and this could likely be the best candidate relay 4 fuel pump relay/glow plug relay

Now for the fuse box locations ... looking from the front of the car... the engine compartment fuse box is on the left side up near the firewall.
fascia two is the lowest of the two fuse panels on the drivers side under the dash to the right of the steering column (left if it was a right hand drive).

This took about 15 minutes to locate all the possible fuses, be that as it may if i missed it don't hesitate to ask me again.

there may be some block in the fuel pump so try to clean the fuel pump and after tat u will be having correct fuel flow
