To open the hood of a 2004 Chrysler Pacifica with a dead battery, try these steps:
Find hood release lever: Usually located on left side of driver's footwell near the hood release cable.
Jump-start battery: Connect battery to another car's battery if it's completely dead. This will provide enough power to release the hood latch.
Use manual release: If jump-starting is not possible, consult owner's manual for manual release location.
Get help: If unsuccessful, call for help from a tow truck or mechanic.
Caution: Make sure the car is in park, emergency brake is engaged and engine is off before opening the hood.
you either have to do it from inside the wheel well - or inside trunk - is this a manual pull with cable from inside car or push button electronic- reads as this is a 06 lexus _ its electronic- look up in car manual that comes with car to see what fuse this controls that's where I would end up going to additional to find out - you may have fuse out or sensor - I know some are opened with smart key - batteries sometime are low on power - maybe try new batteries if you have smart key first as they say - try the easy approach first
If you're able to get into the car, pulling the hood latch lever the hood should open the hood...it doesn't use any power to open, it's all cable. If it still doesn't open...you might have a stuck latch lock. Have someone try to lift the hood while pulling the lever see if that works. If it doesn't work, your hood latch is stuck, but it doesn't require power to open. Hope this helps you open it.
When a battery goes completely dead. it needs replaced. you can jump it but you will have to leave the jumpers on for about 30 minutes to get the battery to hold enough charge to start. revvingthe other engine doesn't help, it only puts out so much voltage.
Either your cable has seized in the open position, or the lever it pulls on has. Have someone sit in the car and gently pull and release the hood release while you spray a penetrating fluid on the cable and the latch it activates. Then try to move the hook portion of the latch by hand.
