Had this problem on my 05 Neon as well, Could possibly be the cam sensor. Should throw a code if it is though.

    My 2004 had the same issue. the scanner code showed cam sensor. replaced it and it's running fine now. Thanks for the help.

I have had this problem 3 times. Every time I had to replace the camshaft position sensor. 35 dollar part and easy to replace.

It sounds like either something is impeding the systems' abilities to breath (like a plugged exhaust or air filter) or something is limiting the fuel supply, perhaps a plugged up fuel filter, a weak fuel pump, a bad fuel regulator, or (a) bad injector(s) (I don't know if this is Throttle Body Injected or Multiport).

I need to replace the cam sensor in my 2004 dodge neon sxt sometimes the rpm will not go past 2300 rpm and sometimes it takes longer to start
The part is only $50 and its an easy self do it. The sensor is located right next to the engine on the drivers side. Search the part on Auto Zone see what it looks like and you will be able to locate it
