When I use my turn signals, they dont turn themselves off anymore I have to do it manually

There is a plastic piece inside the steering column that will automatically turn the turn signals off when the steering wheel is turned back to 'straight ahead'. This plastic piece can break, and if it does, they can only be turned off manually, as you are doing. I have not worked on anything as new as your cobalt to repair this, but on older cars it involves removing the steering wheel and turn signal assembly. You must also deal with the air bag. Don't attempt this repair unless you have a manual to follow to disarm the air bag and properly remove the steering wheel and other components.

Turn Signal Lamps
The body control module (BCM) is responsible for controlling the turn signals and hazard lamps. When the turn signal switch is placed in either the left turn or right turn position, the BCM receives a signal from the turn signal switch. The BCM then sends an on-off voltage signal to either the left or right turn signals and their instrument panel cluster (IPC) indicator. When the hazard switch is pressed, the BCM receives a signal from the hazard switch. The BCM then will send an on-off voltage signal to all the turn signal lamps. All the turn signal lamps will flash including both IPC turn signal indicators.

Your best bet , have a qualified repair shop check it out .

Where is the 4 way's flasher located in a 2008 Chevy Cobalt?

The Chevy cobalt does not have a flasher relay, the cobalt turn signals are fully solid state and run through the PCM (powertrain control module) in the car, the sound comes from your speaker in the front left

Turn signals won't flash

the flashing is genreally controlled by a relay switch in your car. probably the fuse for your relay is blown or your realy itsef might need to be replaed.
