Just put new headgaskests put in rocker arm tourked them to14 to17lbs.put oil in and started it , it sounds like its got a valve poping like maybe its to tight! What did I do wrong ? Can you explain to me...

check the long short of each side as one side may start long while the other started with a short . It depends on the valve that needs a short or long push rod.

I have a 1994 dodge 318 motor. my van starts and idles fine. when driving my van there is a poping noise around the intake and the motor loses power. i have replaced the distributor(rotor and cap also),...

A sticking or burnt valve . Don't waste any more money on it. Drive it till it dies or until you can get another vehicle. A head job will cost you. And could most likely blow out the rings. Burns oil bad.

Engine poping back

May be a sign of an air-leak into the intake manifold or possibly mis-set ignition setting/s.
