Cant find flasher relay in 1989 cadillac deville, looked everywere. Found the fuse relay but not the flasher one, all i know is its by the stearing columm but i'm not car savvy so i'm not sure were that is.

Since the blower motor is working, you probably need to replace the compressor relay. This is as close as I can get you to a free image of the relay location:
It is no a fuse but a flasher unit. Looks more like a black plastic block much like a relay unit. Not sure where it is in your '89 Caddy. So research that and replace it when you find it. Also, It's probably not a bulb problem but it won't hurt to check the bulbs while you are at it. G
I am taking a wild guess that your car is old enough to have a turn signal flasher. It should be under the dashboard where it is almost impossible to see! Here's how to find it: Find a good flashlight and a little tiny person. :-) Turn on your 4-way flashers, and look up under the dashboard, to the left of your speedometer. (See why I said a small person?) The 4-way flasher should be clicking. Look at the shape and size of that flasher that is making the clicking sound, and you should see another one close to it just like it that is not making any noise. That should be your regular turn signal flasher, it's probably be ready for a new one. Usually they plug in.
My name is Israel and I will try to help you out. One place you can check for this is the fuse block. You will be looking for a aluminum style cap. It might be located top right. This is the best that I can help you with this. Good Luck.
The turn signal flasher is located under the dash to the right of the
steering column on most models. The hazard flasher is under the dash,
to the left of the steering column. On 1980 and later models, both the
turn signal flasher and the hazard flasher are located at the lower
left hand and the upper right hand corners of the fuse block
respectively. There is an inline fuse for the underhood/spotlamp
circuit. The fuse box is marked to indicate fuse size and the
circuit(s) protected.

I assume all lamps are tested to be ok.
1) Check fuse A11 in trunk (10A) is ok,
2) Check turn flash enable relay 'F' in trunk is operated when vehicle Ign on,
3) Check +12V is present on Lt Blu wire on turn flasher module (LHS steering column) when Ign on,
4) if no fault found during above checks, operation of the turn switch should be checked
