With the hood open the valve is at knee level slightly just in front where the transmission bell conects to the engine. In shape it looks like a little elbow.It just slips over the nipple on the PCV valve and the PCV valve is set into the grommet on the canister on the front of the block.

The valve is located under the thermostat housing facing the front of the car. There is very little room to work with here. You'll have to pull the hose up from the valve then pull the valve out.
Check the hoses that go to the intake manifold. It's most likely the one for the PCV valve, the problem is, I don't know where to tell you to look for the PCV valve on that car. It's usually in the valve cover, it could be the PCV valve itself too. There's also a big hose that comes off the brake booster follow that. It could also be the gasket between the throttle body and the manifold.
Looking from the front of the car, start at the thermostat housing (where the top radiator hose goes) and go down from there. Located right next to the exhaust mannifold you'll see the hose going to the PCV valve.
What throws everybody is that the pcv valve does not insert into the valve cover as it does most cars. This one on the 1999 explorer is located directly behind or in back of the engine on the top of the manifold. You can spot this easier if you take off the covering(four screws) on manifold then you will see two hoses that connect to a plastic pcv valve (that's what threw me). this should help.
