I have a 95 jeep wrangler and am having issues shifting gears. Have replaced the clutch and that did not solve problem. Presently I have to double clutch to get it in gear. Would like some suggestions.

do you mean it wont go into gear ? if so what gears ? it could be the clutch going out , if the pedal is soft or easy to push down than it probably needs a clutch. next time it wont go into gear try pumping the clutch or putting it from 2nd to 1st or what ever gear it has problems with
Here are a few things that need to be check out to solve your issue. Check to make sure that your clutch is completely disengaging. You could have loose or damaged shift links. Transmission oil is low or you have none.( Manual transmission use DOT3 brake fluid for lube). Check to make sure there isn't any water or debris in the transmission fluid.Check the striking rod for damage. Gear is sticking or jammed.
A bad clutch will not prevent the engine from starting unless you have the transmission stuck in a gear and not in neutral. Shifting problems can be caused by the clutch or by something inside the transmission being broken causing it to jam up. (could also be both) You need to have someone there with experience to take a look at it. If there, I'd need to do that to confirm any ideas before even picking up a wrench. Unfortunately, I cannot do that from here! If the engine turns when you try to start it, then you have a totally separate issue there. Though a total clutch failure may have damaged the crank position sensor. Not shifting could be due to a failed clutch, clutch master or slave, bad synchro gears or other gears inside the transmission. Not shifting and engine not turning could be due to a failed clutch and broken internal trans gears. So, without seeing it, anyone can only guess at what has failed. If you need help with anything specific once you get the problem narrowed down, just ask.
if the clutch is draging it will be hard to get your gears and they will chrunch going into gear but its most likly to be a gear box problem could be just low on oil or worse it may be the bulk rings and bearings worn out after all its now nearly 20 years old!
if this is something that started suddenly, it could be a leak in your master cylinder or slave cylinder, or your fluid could be low, or there could be air in the lines. Make sure it's full of fluid, and get back to me.
Your clutch is not disengaging. If it a hydrolic clutch chk. the fluid in resavor, Or slave cyl. for the clutch is bad, Or it has got air in it and needs to be bleed. This is a clutch problem, nothing wrong with trans. If its a manual clutch linkage its an ajustment thing. My best guess if its hydrolic slave cyl. went bad, or resavor is out of fluid.
I would first bleed the tranny lines, if that doesnt work then your tranny is out and need to get it replaced. FYI with Jeep Wranglers, It is better to get a new transmission then to rebuild them
