When the hood is popped, look for a cap that says ATF Fluid only. That is actually the power steering reservoir and not the transmission fluid fill location. I would recommend Dextron III or Dextron VI fluid for the power steering. Don't use your average power steering fluid, it says to only use ATF for a reason.
Look inside the reservoir while the car is running and see if it is low. If it is turn the car off and add power steering fluid. You can purchase at a gas station or parts house. Some people use transmission fluid but it is not a good Idea because it can cetch on fire if you have leak in your power steering system. You can look for leaks when you have someone steer the car fom side to side. Make sure you turn the wheel tight so the whinng is at it's loudest. Check your power steering hoses and rack and pinion,etc. Hope this helps leave a comment.
Assuming you have power steering, check fluid level in power steering system. Check that the power steering pump belt has not fallen off. Tires that are nearly bald can make the steering effort higher. Do you have wheels that are not made for this car that have the wrong offset? Check the strut bearings to see if they are frozen. Look under the front fenders while someone else turns the steering wheel. The strut and spring should turn with the wheel. If the top of the spring does not turn, then the strut bearings need to be replaced.
