If you are trying to remove the heater core I can help you. First you shouold get the heater core pressure tested..if it doesnt leak there may be another problem. To remove follow the steps:

  1. Drain the cooling system.
  2. Remove the cowl top vent panel.
  3. Disconnect the heater hoses.

1999 WINDSTAR front heater not working blowing cool air, rear heater works fine

There is a huge problem with the blend doors on the Ford Windstars. To access the Blend doors, the dash must be pulled and the plenum box removed. It is very labor intensive. Alternatively, there is a way to remove the glovebox, make an incision in the plenum box, and replace the blend door. There is more info on the problem here: http://www.heatertreater.net/Final%20Tech%20info.htm#History

Does the 1999 ford winstar 3.0 come with a heater control valve or a blend door actuator

I believe it has a blend door. I would check both in-line heater hoses, from the motor to the heater core, for a heater control valve.

My 1999 ford windstar is only blowing cold air and no heat

possable problems:

1. coolant leak (level too low to fill heater core)
2. headgasket leak forcing the coolant out of the overflow.
3. stuck thermostat.
4. bad water pump. if the impelers are broken, coolant wont flow.
5. HVAC malfunction. system may think you selected cold or is unable to move diverter. maybe a fuse, solenoid or vaccum leak? (hvac controler uses vaccume controled soleniods)
6. airlock. if you have resently changed your coolant, you may need to repeatedly squeeze the heater core hose to help force out the air.

The heater only blows hot air sometimes

it sounds like a bad blend door motor.these are controlled electrically and not with a cable like older vehicles did.

My heat doesn't work in the front on my 1999 ford windstar

You will have to service your cooling system including the heater core which supplies heat to the cabin. Also, if you have not had your thermostat replaced, now is a good time to do it before it malfunctions.
A heater core replacement may be needed.

Heater core

There is a small, white, control motor with a square plastic case that controls the blend damper. The motor always fails with the damper on the cold side. It is mounted on the front of the heater box directly behind the center stack (radio, heater controls) and is easily replaced by removing wiring plug and three mounting screws. Motor is about $60 from dealer.
