1992 dodge dakota with 5.2 will not turn over with the key ,will by shorting out starter,and no spark.

The short answer is you can't!

All modern cars have alarms and immobilizers. There is a transponder in the key and a receiver around the ignition lock. If both are present, the ECM (engine control module) or BCM (Body Control Module) releases power to the ignition circuit or the starter. When you turn the key, the starter spins the engine and you get a spark. If any one of those three items are not in the chain, you get the engine to turn, but no spark. There is no way to beat the system. You have to fix what is wrong, not find a way around it.

The immobilizer is in place to stop exactly what you are trying to do.

Attempt to start by jumper from battery to 'signal'. If nothing happens, you were sold a bad solenoid/relay.

Q: When you turn the key, it click but no start?
A: Starter has Bad contact. Replace new starter.
Q: When you turn the key, it crank but no fired ?
A: Check for spark and fuel.

Most starters now a days have the solenoid integrated into the starter and are therefore irremovable. Replace the whole starter.

poss cam sensor inside distributor, crank sensor on top of transmission on passenger side or the ignition module inside of computer went bad!

check the ignition switch.

You may want to check the wiring that is in you car between the starter and the key since you said you tried directly connecting the starter to the battery. Check for loose connections. Also most ignition systems have a capacitor in them, check it out if needs replacing

I would start with the Starter check for voltage getting to the starter should read 12 volts at both terminals
