You have a faulty power wire running to your dash light....if you have anyone (or you yourself) are skilled with mechanics, its a simple fix once you disassemble the dash and remove the gauge panel

Sounds like a major fuse blown. Any wiring disconnected or stripped near the pump ? Have you checked the major fuses around the battery and underhood fuse box ?
seperate problems. you starter is under intake manifold and is most likly the problem and the dash lights go bad on older lexus ls400's.would have to be replaced.
