Check the wiring to the reostat (the resistor that controls the fan speed) also check the reostat has not burnt out. (the reostat should be near the heater motor housing)

    after changing the resistor pack because it was only working on the highest setting it now runs the heater on settings 2 3 &4 but the pack gets very hot

Well,you eliminated the resistor,so it probably means the blower motor has shorted out.Either that or something has gotten into the blower wheel and jammed it. If you can bypass the resistor and just put 12 volts into the motor,do it.But don't hold it long,as a direct short can cause a fire without a fuse to blow for safety.
In other words,prepare to buy a new heater blower motor. don-ohio

the fan motor is maybe bad, disconnect it (the motor) and put in new fuse, if its ok, then the motor is bad. the resistor only handles speeds lower than HIGH. so replace the motor first, then try it, if all speeds work, then the resistor is OK.

CHECK BLOWER MOTOR FUSE AND RELAY.SEE IF POWER GOING TO BLOWER MOTOR YOU HAVE FAULTY BLOWER MOTOR.IF BLOWER MOTOR FUSE AND RELAY OKAY.IF NO POWER GOING TO BLOWER MOTOR BUT POWER AT AC AND HEATER CONTROL SWITCH. BLOWER MOTOR HAS POOR GROUND OR AC AND HEATER CONTROL SWITCH IS BAD.

Dear Madam or Sir,

the problem with your Focus is the blower motor´s pre-resistor. This is a low-priced spare part (app. $15) and can be serviced in no time.

The pre-resistor is mounted to the blower motor´s assembly, change should be done in less than 45 mins of time at the shop.

Heater not working, blower is fine. I heard it may be the thermostat sticking. Does this sound familiar?

If your blower is working it is likely the thermostat. Have your cooling system flushed and replaced with new coolant being careful to use the proper type.

If this doesnt work you may need either a new radiator or heater core. Sounds like the cheaper fix though and you wont waste your money. It's good for your engine life

Heater fan only works on fastest speed

Your blower motor resistor has gone bad, it should be located next to your blower motor in the car, held in place with a couple of screws, remove it and replace it. The resistor is responsible for making the blower motor run at slower speeds than high or (4). Let me know if this helps.
