Fuel injector has short circuit and will not let the engine run on 1990 Cutlass Ciera. If I remove electronic plug from port 3, the engine will try to run. How do I fix this issue?

MAF is probably not the problem - sounds like the engine is not getting the fuel it needs to start and either your injectors are fouled or the pressure regulator is stuck - that might cause the hot wires. The fuel pressure seems a bit low, but it should momentarily drop when trying to start the engine.
The ECM on this car will shut down the injector driver circuit if one of the six injectors has a coil out of tolerance. (Shorted coil or resistance out of parameters) Quick check. Unplug two wire cap to injector one at a time. (hold/push wire clip inwards then gently wiggle/lift cap off---careful with wires) With one unplugged try starting. If no start- plug back and use same procedure on next injector andso on.........In most cases if bad injector coil the engine will start when it is located. Replace injector. Some say the ECM shuts dirver circuit down to prevent further damage to switching circuit.
purchase a fuel pressure tester and screw it on to the fuel rail schrader valve access point turn key on there should be 30 - 40 lbs. of pressure present if not either the fuel pressure regulator is bad ( located near fuel rail) or the fuel pump has become weak.
Test procedure on that is a bit involved. You will need a volt/ohmeter and an injector harness test light. Instructions in haynes are pretty much from gm so they are a bit better than with some other cars.
i was just dealing with the same problem check out your fuel injectors , fuel pump, ingnition module with coil overs and possible fuel filter mine was the pump injectors and module its also a 93 cutlass ciera 3.3 fuel inj. hope this helps
