Blower motor is over on passenger side, check for voltage at harness easy to get to, if voltage there replace blower motor. Bad news dealer item only. I replace them quit a bit here in Texas,

My experience with a kia sportage is that the big fuses are simply inserted to the fuse box located in front of the battery at the engine bay. The plastic holders gets brittle over a span of time and due to the heat inside the engine bay. Most often the fuse loosens up and causes fuse blow out. I had 4 successive fuse blows in 2 months time that i decided to change the whole fuse holder with a new one. It Worked
The section in which the fuse does blow out is important. A fuse blows due to an excess current drain in the circuit and so it is important that the drain be checked on this circuit using a series ammeter. Also the components in this circuit is important as you can disconnect each of the circuit and isolate the faulty circuit. Also use a higer grade fuse if there is no heating , it would have been easier if you specified the circuit.
The KIA Sportage needs the temp controller switch turned to the heat/defrost side AND you need to hit the Air Conditioner Condenser button on the dash that look similar to a recycle symbol. It is not the same as the switch next to it that is a recirculate cabin air symbol. The button you want, normally turn green when activated in combination with the fan being turned on.
if its a automatic and the engine is cold it wont shift into the last gear. the tranny and engine have to be at close to normal running temp to shift. its normal and nothing to freak over. if this isn't the case go to kia-forums.com/1g-1994-2002-sportage/ and post a thread there or look for one. great site

My theory is that it could be the injectors clogging. You could first try running a higher octane fuel, then if that doesn't seem to help try using the minimal amount of gas, and add injector cleaner to the tank. If all of this fails to work you can take your vehicle to the dealership where they can run a system analysis on it and help you pinpoint the problem. Hope this was helpful.
