1994 Cadillac deville, no heat. blower works, climate control switches from ac to heat, but no heat at floor ducts. New water pump, new thermosat, new heater core, new radiator. What else can this be ?

Electronic climate control power module . Don't know what relay you replaced because this vehicle has no blower motor relay .1990 Cadillac DeVille Power Module
Fuses 6-7-8-9 are powered from the ignition key switch. Fuse 4 is powered from the RAP relay number 2 in the relay box. RAP is for retained accessory power - its the relay that keeps power going to the radio and things after you turn the key off and before you open the door.
Check the actuator motor on the heater box inside down by the floor in the center of the car. The motor moves the paddles inside the heater to direct the heat and the ac. It is a small motor and on your car with climate control there is probably two of the motors. One for the passenger side and one for the driver side.
Sounds like the heater control valve/door. The actuator may be stuck or broken. The actuator opens and closes to adjust for the heat setting in the car. You might be able to take a coathanger and manually open the door if you can get to the control arm. They are usually hard to get to and pretty expensive. Good luck.
the vents that receive the blowing air is of course provided by the blower motor. The duct work the blown air goes through has doors that open & close for the direction you want the heated air to be directed to. A motor runs these doors so you may have a bad motor to the main door
Unfortunately for you ( i had the same problem) The A/C compressor HAS to be in working order on these cars or else all heck breaks out with the climate control.
If it's a nice car, get a new compressor installed. If it's borderline- get rid of the car.
I paid 2200 to Cadillac to fix the A/C and climate control only to have the transmission fail in my '93.
This is the the Cadillac Climate Control operates. When you press AUTO, the system will automatically maitain DESIRED temp . The A/C compressor will operate ALL THE TIME on AUTO. Don't want the a/c compressor to operate, PRESS " ECON". Air delivery will NOT be DE-HUMIFIED, nor will it cool, only warm,. Hope this helps.
