Owners manual will give fuse locations and identifications. This vehicle may not have a fuse for the headlight/s. It may incoporate a relay. Have you checked the headlight for power? Ground? It may be as simple as a defective headlight.

Instructions

1. • 1 Turn the ignition switch to "Off."
     
   • 2 Pull down on the top of the fuse panel lid beneath the steering column. Remove the fuse panel lid.
     
   • 3 Grasp the fuse that is labeled "ECM" or "ECU." The inside of the fuse panel lid shows a chart indicating where each fuse is located.
     
   • 4 Pull the fuse straight out of the fuse panel to remove it.
     
   • 5 Turn the ignition switch to "ON" without starting the engine. Leave the Cadillac in this state for five minutes.
     
   • 6 Turn the ignition switch off.
     
   • 7 Replace the fuse into its slot in the fuse panel. Press in on the fuse until it is fully inserted. Replace the fuse box cover.
     

There are three fuse locations in your 2003 Cadillac Seville. These are all covered, begining on page 5-93 in the Owner's Manual.

Typically there are two fuse boxes, one located under hood(usually near the battery) and one under driver side dash. Both are usually labeled and contain the schematic on the lid. If the lid is missing I have attached a diagram of the fuses.

The flsher shoul be plugged into the fuse panel. Turn on and listen. If turn signal is not working, The bulb is more likely the problem. Good luck.
