Find horn, remove wire connector from it, try new fuse, push horn again, if fuse blows, you have short somewhere between, if it doesn't, it's the horn.

The most common cause of this short is the horn coil, replace the horn and the problem will be fixed, a quick test is to disconnect the horn and press the horn button, if the fuse doesn't blow the horn is the problem.
