How to check window switch on drivers side 1999 mercury cougar? the window went down but won't go up. when I push the down side, can hear clicking noise from motor, but do not hear any sounds when push the up side.

I don't believe it blew a relay. Pull the window switch out of the hole. Then inspect the wiring in the plug. Sometimes they get loose. You make need to tighten the wire. This happened to my driver side window about 5 times. and each time I went to the dealership to buy a new window switch. Little did I know its was a loose wire, and when I plugged the new one in, it just adjusted the wiring and would work for a little bit. Save yourself the money and just check the wires that lead into the plug.
If the other window works fine then it is not your fuse. Chances are that your driver's window has an "auto down" feature. There is a relay inside the driver's side door that controls this feature. If the relay is bad then the window will not work. Solution 1) replace the relay. It cost about $50 from the dealer. Solution 2) remove the wire harness from the relay and "jumper" the plug to bypass the relay...this will allow you window to go down, without the "auto down" feature.
Two things could be one the ground on the starter itself bad, aslo check the small wire that pushes on the starter. The most likley reason is the starter has failed if the battery tests ok.
I had same issue with the Window actually both driver & passenger side. I ended up replacing the switches NOT CHEAP! there are about $70.00 each from Ford Dealer. I recommended that you try switching out the motor's from one door to other & test this way to make sure it's not the motor. If it's the motor you'll be lucky as it way cheaper. I tested & replaced the switch my self & its not hard at all very simple & easy. The only hard part is finding all crews to remove door trim. You should search ebay for parts with luck you my find cheaper.
The same thing happened to my 1999 JMC Jimmy recently. I believe the problem is that your power window motor has most likely gone out or is starting to go out. The motor will need replaced. They are pretty expensive new. I went to a junkyard and got one for around 15 dollars. When mine went bad, I had rolled my window down about three or four inches and it stuck there. I took my door panel off and tapped on the motor while holding up on the window switch and got it to go up after a few minutes. I am replacing my motor today, I'll leave an update here about the outcome when I finish the job. I hope this information helps you.

try pulling up on the glass at same time as hitting switch.
May have a bad window regulator too.
