The wipers and washer pump on my 2005 F-150 started coming on intermitetly when the switch is off. I've replaced the switch in the steering column and the problem still exists. Is this a computer thing?

wiper and washer switch in steering column you more likely need to remove steering wheel to get to switch two mountings screws on the right side.disable airbags before replacing switch. first turn off radio ignition switch off then disconnect negative battery cable. wait 20 minutes before removing steering wheel and remove steering column.
really?! the water pump?! the water pump has nothing to do with your wipers it is part of the COOLING system. as for your issue...it could be a short in the wiper/signal arm in the steering column, or it could be the motor in your washer fluid bottle. the motor is what pushes the fluid through to your windshield and if its gone bad it will blow your fuses as well. i would start with the washer fluid reservoir motor and go from there
Disconnect the negative battery cable.
Remove the steering wheel, and then remove the steering column covers.
Remove the turn signal and wiper switches.
Disconnect the ignition switch wiring.
Remove the clamping washer, spring and contact ring from the steering column, and then remove the lock housing up off the column tube and steering column.
Remove the ignition switch mounting fastener and remove the switch.
Installation is in reverse order of removal noting the following:
Press the contact ring, spring and clamping washer onto the steering column using a properly sized and sturdy metal pipe or tube. If after installation of the clamping washer, the steering column is not projecting out far enough, pull the steering column out further.
Most likely, you can check the multi-function switch on the steering column, They generally will go out after several years of use. To replace this, you must first remove all steering column covers. Refer to A Haynes Manual if you are unsure of how to proceed with this. After that, you must remove the multi-function switch from the column, it should be secured by one or two bolts, or on some models simply a retaining clip(plastic) that mounts it to the steering column. Replace with an direct OEM replacement, or its equivalent(available at Autozone) and this should take care of the problem. After replacing the relays, fuses, and the motor, the only thing that it can be is the multi-function switch(other than faulty wiring, in which you will need an Ohm meter to detect). Any other questions feel free to ask.
Sounds like a defective multiswitch on the steering column that is used to turn on wipers, washer, intermittent, etc. If you were only having problems with the washer, I might suspect the washer motor. But the fact that you are also having problems with the intermittent feature, I would suspect the multiswitch. If you can get access to the washer motor, you can test it by putting 12V to the connector to see if the pump will come on.
Are your turn signals activated with the same switch as the wipers?
You have a motor for the front and rear washer. Check the fuses. If the intermitted wipers does not work, there is a relay under the dash near the steering colum that needs to be replaced.
