I'm assuming that you aren't cranking the engine without at least putting oil in it. Oil's cheap compared to engines. Also, and this is only a guess, the truck's computer might not let it start if it senses zero oil pressure.
I would start by pulling the #1 spark plug and checking for fire. While it's off hook up a compression guage (or at least check by plugging the hole with your finger) and check for compression. I doubt it's a compression problem but, you might as well eliminate it while you have the plug out.
That leaves fuel. Disconnect the fuel line at the throttle body and see if it's delivering gas when you turn the key. If it is then the problem might be in your injection system (or carb, if that's what it has). If you use these steps, it should help you track down the problem. And triple check your plug wires to make sure they're all where they're supposed to be. Even the best mechanics can get them crossed every once in a while.
If you're getting fuel at the throttle and starter fluid (by the way, take it easy on the starter fluid. Too much isn't good for your valves.) makes it run then the problem has to be in the way the truck is mixing the air/fuel ratio. I won't claim expertise on the Vortec's injection system, but if it runs on spray only and you're positive that the throttle is getting enough fuel then this is the only possible culprit. Visually check the end of the fuel delivery line. Pump some gas through it into a container. Hearing it doesn't mean it's pumping.

your fuel pump is not kicking
we got a wire for the fuel pump not hooked up or not getting a ground
can you check fuel preasure,???,you do have a fuse for the tbi for it to work did you check that?
fuel preasure regulator do you have fuel coming out of it?
have you check for signal from ecu to your vortec should be around 3 volt when cranking
I want you to do one more thing, put the vortec box back on and all hooked up I had one that gave me problems and I put that back on and it ran great,without that box it might start but will not run right,

How did you adjust your valves?Could you of over tensioned them enough so that they can't close all the way ?Put your ear by the tail pipe while someone turns over the engine,if you hear air the valves aren't closing all the way.Does it turn over easy or does it sound labored?The timing is non adjustable but the distributor can still be installed where it will crossfire.Haynes manual says you need the correct scan tool to check for this.Do you have spark?If you don't,take and try another ignition control module.Got fuel?Are you flooded,check a couple plugs to be sure.If you have spark and fuel I'd believe it's the distributor setting or plug wires.Looking at the distributor from the front of the engine.#1 is right front then going clockwise to the left is #8,behind that is 2-4-6. Behind #1 in order is7-3-5.Hope this helps?Good luck!

It does have spark..PLENTY of spark..I just tried something..I had my friend crank it while I sprayed starter fluid in the Throttle Body..it ran..until I ran out of starter fluid...
Any thoughts on that one?
Fuel Pump works, getting gas in the line and upfront.. I can hear it "buzz" when the electric is on..
