Could be a problem with the vac lines to the IWE ( Integrated WheelEnds ), or a problem with the IWE solenoid, or a problem with the ventfrom the IWE.

Start with checking the vac lines, to make sure they are not cracked.
The vac res & IWE solenoid are behind the battery. Here is a diagram of the parts in the IWE vac system

There was a TSB for the 2004-2006 MYs with a bad design IWE solenoid, but this usually was coupled with noise in 2WD.
Start with checking the VAC lines and the vent, next would be to check the IWE solenoid.

You must shift out of 4X4 with the truck in neutral while it's running.

F150 SUPERCREW 4X4 5.4L Got stuck in the snow and

sounds like transmission damaged. if forward gears are operational, suspect transmission failure. If nothing working ( either in 2 or 4 wheel drive) suspect transmission or transfer case.

01 f150 4x4 4whell drive will not engage lights on dash come on

I am going to assume that you have auto 4x4, and not manual shift base model.. it just sounds like the servo motor that shifts between 2x4 and 4x4, has gone bad

question:
does it still engage into low range, even though it is stuck in 2x4?

Recommended mph in 4 wheel drive

50 MPH in 4WD don't exceed you ll burn the transfer case clutches. (Safely stay at 40, why chance it.)

Low 4WD 25 MPH is the max, I recommend no more that 15MPH

Burnt clutches in transferr case 1200 job at the dealer, includes new clutch pack and fluid and 3 days of work, one or two days if you are lucky depending on their work load. (Read your manual)

My 2004 F-150 Ford Truck will not engage into 4 wheel drive low.

I am going to ask a dumb question....do you have it in neutral and the brake mashed when you switch to 4WD LOW? I believe that is what my book says to do.
