Usually held in place with screws. If equipped with a storage compartment/armrest, there will be screws at the bottom. There will also be access panels that will lift up to expose screws. There may be rubber mats on the console to lift up and access panels will be underneath. These panels pop off to reveal screws
I am assuming you are talking about the front center armrest here. You have to start by removing the back cover of the center console along with the vent louvres if equipped. I think this will expose two screws that you need to remove and the armrest will pull out. If you are trying to remove the armrest because the latching mechanism has gotten out of sync, you can fix that in the car. If that's the case let me know and I'll try to walk you through the repair process.
These are usually a combination of Velcro, screws and snap latches. The screws have concealment caps that can be removed with a small screwdriver. The other place is under the rubber liner mats for the "catch all" area and in the bottom of the storage compartment itself. If you have any lighters, ashtrays or power points you will have to remove those first as well. Small screws usually hold those in.
If you're finding it difficult to service/repair your car, get one of those online manuals. You'll not have to wait for others to answer, or rely on mechanics and all. Plus i know a website that has

If you are talking about the center armrest between the two front seats, the repair is easy. The plastic latch can be ordered for about $10 and replaced by taking apart the top lid assembly. I did it and it is not hard at all. Now if you are talking about the armrest compartment, that is one the I have not had any luck figuring out and have not found a solution to from anyone else. I have a 98 Jetta and the trunk unlock button is in the center armrest storage compartment. It's a square button. Should be the same on a 97 Golf. Hope this helps.
