The outlets in my Volvo S 40 aren't getting power. I can't recharge my cell or use navigation due to this problem. Is this a fuse issue? If so, how can I fix it?

Sounds like a fuse issue. Locate your fuse panel, either under the hood or under the dash. The back of the fuse panel will have a guide to let you know what fuse is which. Look for the lighter or outlet fuses and pull them. If they are blown then simply replace with the same type of fuse.

Sounds like you should check the fuses first if power is the issue and it does not power on. If it does power on you need to find the Navigation DVD to reinstall the system. No power at data link connector

check fuse 41 in the central fuse block. I bet you 12 volt outlets (cigar lighter) is not working also?

NO POWER TO COMPRESSOR 1999 S 70 VOLVO CONTROL HEAD WORKS AND FUSES AND RELAY ALL GOOD NO POWER TO COMPRESSOR

The compressor will only get power if the system has the correct amount of refrigerant. There are high and low pressure switches that control that. If you have not had the AC evacuated and recharged, start with that. Or your mechanic could use a "sniffer" to find any leaks first.

Navigation system, radio, front power outlet failure

The solution is to buy a new mini fuse (Blue #15) at an autonation or similar. Open the passenger side kick plate fuse box and pull out the fuse in position #9 (upper most left fuse). You will need needle nose pliers or tweezers etc... Insert new fuse and you are done. 50 cent repair and 30 seconds spent screwing with it. Enjoy! Oh, and don't worry about blowing it again. Best I can say is when starting the car, unplug the power sucking device like a radar. Once car is on you can re-insert it the radar. The initial jolt of powering everything on all at once is what blew your fuse in the first place. Get a few additional fuses to have on hand just in case.
