take it to a power steering specialist shop
the noise is from a pressure relief valve that unloads the pump pressure when it is not required for steering( idling, steering straight ahead or not steering wheel movement to activate the control valves)
the valve is faulty or the spring for the valve is failing and getting weak
Unfortunately the mechanic you spoke to was correct, a lot of Ford products had a bad run of power steering pumps. They notoriously leak and causes the pump to whine when steering.
You must check the Power Steering Oil level, its prpably a little low. You can top it up with ATF (automatic transmission fluid) Also check that the belt is ok and not cracked or contaminated by oil or water. Hope that helps
the whining noise you are experiencing are coming from under the bonnet and you need to have the belt serviced. look for any oil leaks and correct them first. if not inspect the condition of the belt and and whether or not you can read it normally. if not it should be turned around. sounds absolutely crazy i know. it has worked for me for about 10 years. it could be just worn and excessively glazed and cracked. simple fix bloke. cheers.
The whine is most likely your power steering pump. Check the fluid in the pump. If you are low on power steering fluid you may have a leaking hose or fitting or the seals in the pump may have began leaaking. If you continue to run the auto without power steering fluid you will burn up the power steering pump very quickly.
