My 98 Camry would turn over but wouldn't start one morning. Then it started to be an every now and then it would start type thing. When it would start, it wasnt idling properly. After changing the fuel pump, air filter, vacuum hoses and the intake air control valve, I finally realized it was the EFI water temp sensor. I couldn't figure it out because the EFI doesnt always throw a code. Try replacing the EFI water temp sensor which is about $40. If not that then try your intake air control valve, give it a good cleaning before replacing it.

Ran out of gas, now car won't start 1998 Toyota Camry

It's quite possible that as you basically ran out of fuel some dirt may have passed through from the fuel tank into the fuel line and into the filter. There is alway dirt/debris in the tank. You may need to clean out the fuel pipes and replace the fuel filter. If you don't have a filter, the dirt may have blocked on of the carburettor jets, that will need to be stripped down, cleaned and replaced.

My camry car 1998 model stops always anytime I entered into water or rain after about 20 minutes it will work without any repair

sounds like the shroud that goes under the car is missing and water is getting up to the distributor. if it gets wet along with many of the other electrical connections the car won't run until they dry out

Car doesn't start

Yes camry 97/98 does have fuses that control fuel pump.

Recharge battery and have a look at your kick-starter.
