Usually its related to the RAP module in the BCM .. Retained Accssory Power is a function of the Body Control Module ... timed to shut off, or shut off when the drivers door opens ... BCM may be the culprit ..
sounds like you have a bad ground somewhere. Check every ground strap that you can find, make sure it's tight, and not corroded, etc. Sounds like the accessories are trying to find a ground, and going through the brake light to do so, thus burning out from too much current.
Not saying that you don't know this but the daytime lights are turned off in park.
If that is not your problem, a friend of mine uses the amber bulbs, they last longer.
