I was looking for the 12v accessory / cigarette lighter fuse which isn't part of the series of ''easy to get to'' fuses. I searched EVERYWHERE until I happened to find this solution posted by RazFL!

If you have a 199x Golf / Jetta you're looking for a blue 15A fuse located at the TOP LEFT of the ENTIRE fuse-relay assembly which is pretty high up there (right above relay locations 19, 20 in RazFL's diagram).
To get access there I had to remove the felxible plastic/vinyl faceplate surrounding the ''easy to get to fuses'' and remove the bottom ''knee paddding'' panel under the steering wheel.
It is still not easy to get to, (only one hand will fit) you have to be one of those ''nimble'' handed guys that can work on parts by touch without actually seeing the part, like working with cables behind an entertainment center.
Thanks, I found the fuses I was looking for. Just one note - if your fuse box is like the one in my Golf, there's a little lever on the left hand side that allows you to release the fuse box from the stand and drop it down for easier access.
