That depends on the engine and the fuel used. My W124 4 door 2 liter petrol engine  running on Regular CO95 does 7 liter/100km on road and 12l/100km it a very congested city.

No there is not. If the fuel pump needs to be replaced than the fuel tank will need to be dropped from the vehicle. This is a pretty easy tank to pull.

I don't think there is a rollover switch on a '91 wagon.
The ECU supplies ground to the fuel pump relay for only about a second and a half if there is no ignition pulse. This is what shuts off the fuel pump in the event of an accident. The transistor in the ECU that provides this ground signal fails after a couple of decades. Repairing it is not a do-it-yourself operation but there are rebuilt ECUs available from multiple sources. Be sure to get an ECU that is compatible with your vehicle configuration.

Thats called physics. the gauge (economy) is designed to give you a visual reference as you accelerate so you can monitor the fuel consumption rate.

Top speed limited

As with all standard AMG models, the CL65's top speed is limited to 155 mph. Too bad, because this new Mercedes-Benz is apparently geared for an unrestricted 212 mph when it's flat out. The downside to all this, of course, is fuel consumption. With a European-calibrated combined average of 15.9 mpg, the CL65 AMG is hardly going to win any environmental prizes.
