Dear friend-it sounds like you are having a circulation problem,when the engine has reached normal working temp feel the two radiator hoses they should be the same heat,also check the water pump to see if the impeller is not loose,it is not to say that the radiator is clean after a flush,it must be opened to clean.
Same happened to my vehicle and it was a blown head gasket but as you've just put a new head in it shouldn't be that. I put some 'chem weld' in and that fixed the problem. Re the above reply, the radiator hoses should be way different temperatures because one is cooled and one comes out hot from the engine.
