Could be the wiper stalk. Also could be the wiper motor derailer. The derailer shifts the internals of the motor to a last cycle so the wiper finishes the stroke cycle and parks the blades.
The problem is you need a signal from the wiper stalk to make the derailer work. You would need to read a wiring diagram and find out if the signal to the derailer is reaching the connector for the wiper motor. If the signal is coming from the wiper stalk, then the wiper motor is not responding when it gets the signal. Then the wiper motor is bad.

Removing windshield wiper arms and intake grading is essential to gaining access to the windshield wiper
The Wiper control stalk is problematic in all Ford made products. A mechanic may try to disassemble the unit and clean the contacts, but with the Labor charge it is costly enough to replace the stalk unit with a new one. The normal fix is replacement.
The wiper is electric. If anything makes a vacuum sound it can be perhaps the pump for the wiper washers or a vacuum line that is unpinched when the wiper arms move from their resting position. The washer would eventually run out of fluid.
could be a few things either the stalk that works the wipers has gone ( common fault ) or the motor or fuse has gone but this is more unlikely i have replaced the indicator stalk as the flashers on the lights stopped working but other problems are the wipers stop working or the indicators work when they feel like it
normally on the wiper stalk under the steering wheel opposite side to the indicators. Up for burst operation. down for intermittent , down again slow speed and down again for faster. Some units twist the knob for different speed intermittent operation. This unit controls the wiper operation
This sounds like the wiper control module. Most of these are a module attached to the wiper motor but are replaceable seperate from the wiper transmisson.
No solution sorry - mine have done exactly the same - will wipe front screen if you mess with the stalk - rear wiper works when you push the stalk forwards or backwards but no washer to either - have you found a solution? Kind regards - Andy
I have a 1996 Ford Taurus with a similar malfunction the intermittent wiper function is erratic, but the wipers park properly. I'm the original owner & this malfunction was in the car from the factory. I have a regular Ford Dealership manual & came to the conclusion that the Generic Electronic Module located behind the fuse panel is bad (computer glitch in programming) ! Ford Dealers want over $ 300.00 for a brand new module, I haven't checked with my local used auto parts recycler yet, but I know it will be less than the dealer price !
hii..ya u have to replace it with the new
one.Since it is frozen u can't do anything
with that.once u replace it with the new one
it will start working.Other than replacing the
wiper u have nothing to do.
