Can you turn up the idle on a 1992 Buick Regal Custom. I heard a mechanic say no because the computer takes care of the idle. Is he right?

Yes the mechanic is correct, the idle is maintanined by the on board computer, it should never be adjusted, if the engine is running slow or stalling at idle then u have a sludged up idle speed control system valve, here is how u clean that.

Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.

    maybe the mechanic's correct, but even after I cleaned my intake and still was too low, (dying,) I turned up my idle a little. It took a torx driver, only turned a little, solved, runs and idles fine now.

    by resetting the throttle position plate "hard Stop" u have thrown the TPS (throttle position sensor) voltage off and other things as well, u should never adjust the screw.

You may be right, but if it is a sensor you should get a check engine light and a trouble code for the lost signal.
Could also be something like a fuel pump relay or idle air control valve.

Where is the fuse for the odometer on a 1992 Buick Regal Custom?

I don't have a clue as to where these guys are getting their info but it's not from this planet. There is no fuse for the odometer, that's why you couldn't find it. The problem is one of two things. A. you have some striped gears on the odo. assembly or B. the stepper motor that drives the gears is shot. either way, you have to take out the gauge cluster to solve the problem.

unfortunatly it sounds like you are having issues with the torque converter. it sounds like it is locking up all the time now. this requires the transmission to be taken out to change it i do not know what your experience is so not sure if you have the tools or knowledge to do it yourself.

I have a 1993 buick regal custom with 3.8 V6 fault codes

Idle position switch or sensor. I had 93 that would stall when i came to a stop. Cost me $43 but it was worth it. I don't know if this will fix it, but it sounds like it would.
