Go to your passenger side and the fuel rails can be seen right there near the edge of the car. Follow them down toward your tire and you will run right into the fuel filter.
the relay is in the VCRM which is a box-looking module located in front of the radiator on the driver side-remove the panel above the headlights, that's where it is. They can be found on ebay (used) for about $50-60 plus shipping, or check Lincoln forum for sale sections, it is a very specific piece of electronic equipment and it serves multiple duties like fuel injection and air conditioning compressor. You can use one out of a 94 or 95 Mark VIII also. I have a couple of spares. with these cars you need them.
Check at your local parts store or Autozone-napa-or AAP/ if you still have no luck you can always change over to a universal filter with some high pressure hose/hose clamps and inline filter
The fuel filter for a mark VIII (at least in my 1993), is behind the wheelwall on the front passenger side of the car. You will need to take the wheel off and also take off the black covering by pulling out the plastic mounts and metal screws. as soon as those are removed, you will not miss the filter mounted to the inside left of the wheelwell
The fuel pump is a submerged type located inside the gas tank. You need to drop the tank to get to it since it goes in thru the top. Major undertaking, The fuel FILTER is located behind the cowling on the passenger side front wheel well. Better get a shop/Chilton manual if you plan on doing it yourself or you can pick up the fuel pump at Auto Zone and they can give you the step by step instructions to getting the job done with common tools. Your Lincoln has the fuel injected engine. Jack up and support the vehicle. Relieve the pressure of the fuel line by removing the gas cap and also depress the schrader valve on the fuel rail. Be very carefull as to not spill gas on a hot surface. Make sure the vehicle is cooled down. The fuel filter is located in line on the frame rail. Most of the Lincolns have a threaded fitting and a push on fitting. Put a pan under the filter to catch the fuel. On the push on fittin, push in on the line and remove the clip. I use a pair of neddle nose pliers to remove them. Use wrenches on the other end, 5/8 and 3/4". There is a band clamp that needs to be removed and then the filter comes off. Reverse the procedure to install the new filter.
