I have a 97 sunfire that it will start just fine and then I can go and run my errands and when i return to start my car it won't start. It turn over but it won't start unless it sits for a while. any solutions

I have a 98 model. Someone will have to figure out if you are dealing with a no spark or no fuel problem when it won't start. Could be a long list of causes depending on which issue.
I doubt it is the ECM, that doesn't really make any sense to me. I believe your fuel pump is the issue. What do you mean it isn't on under these conditions? When you do a long errand it start and is fine, right? It is heating up during your drive, then won't start up after your short errand. That's why I ask if a longer errand would be fine, and obviously in cold weather, this would be the same. A longer errand lets it cool down.
Does the engine crank and turn over easily when it is hot? If not, it could just be the battery, but I kind of doubt it. Also, you are using premium 92 octane gas right? That care needs it.
Lastly, if you give it some gas before you start and while you start it, you may get it started. I'd hit the pedal a few times before starting and definitely hit the gas when you start it.
are you getting continuous spark? bad electronic module? check spark first. should be continuous. do you have oil pressure...some vehicles won't run if oil pressure is not there.
You need to check to see if the fuel pressure bleeds down, hook up a guage to the fuel rail port, turn key on for a moment then turn it off, the fuel pressure should not drop more than 5 PSI in 24 hours, if it does the fuel pump check valve is defective, this allows the fuel lines to drain down and causes long cranking to start. You will have to replace the pump to fix this problem.
