I think you have a vacum problem. Check the vacum hose that, I think starts at the rear of the intake manafold
that hose will pass through the fire wall. Check to be sure
that the hose is not split or BENT stopping the vacumn
from getting to the A/C & Heater system.
Part of the job of that hose is to open & close the vents
air direction.

I have a 1995 Corvette and when I turn the air conditioner on the dashboard vents does not blow cool air

the a/c control is electric for temp control and vacuum for mode control when a leak occurs it defaults to defrost floor .look for a leak or broken vacuum line first then control panel then mode actuator.

AC is only blowing through the defrost vents in the dashboard?

I think your problem is the head unit that selects where the air comes out ie. Face, floor, defrost, or hi-level face and floor. If that's not working then it will not let you switch location that you want the air to come out.

The vents on the dash are not working in my 1980 corvette. the fan is working when the heater is on. but can not get the dash vents to blow.

If you have A/C. When you put the heater on defrost it activates the A/C pump so it will not freeze up from not being used. If you don't care about the pump disconnect the plug that engages the clutch on the pump and use a jumper wire to bridge the plug to itself and your defrost should work

Cold Air Not Blowing Through Vents

Your last guess is probably the right one. The deflectors/directors are vacuum controlled and you may have vacuum line either broken or disconnected; these aren't fun to find. I would start under the hood and make sure the vacuum reservoir is intact (have seen them cracked) and then start tracing hoses from there.
