F39 (15A) = Hazard warning lamps

For 2002 VW Passat the fuse box is located on the left side of dashboard behind a plastic cover (for left hand steering wheel vehicle). On inner face of the plastic cover you will find the fuse diagram.

The airbag light is on the speedometer head. It looks like a person sitting blowing a big bubble. It should come on when you turn the key on and go off about 4-5 seconds after the engine starts. If your airbags were missing you would know it. The horn pad on the steering wheel that says VW on it is the airbag. If you removed it a bunch of wires would be hanging from the steering wheel and you would be looking at the nut that holds the steering wheel on.

Airbags can be as dangerous and deadly, as easily as they can save a life. The airbag warning light is telling you that your vehicle has no airbags at this time.

If you don't understand the total airbag system, it's best left to a professional. It's worth the expense to have operable airbags, rather than chance a collision without operable airbags. My suggestion to you is to let the dealer fix your system so it is guaranteed.
