I have a 2000 Honda Accord V6 and it makes a whining noise when it is running...it gets worse when I turn the steering wheel. I have replaced the power steering pump but it still makes the noise..Also, the power steering fluid keeps bubbling out of where you put it in at.

If your talking about a whining noise while driving over 20mph, it's probably a wheel bearing noise, I have written an article and created a video about wheel bearing noises, it will give you a better understanding of what it is and the noises it can make.
Two
things come to mind: 1) A frozen ball joint in the steering arm, 2) A
defective steering rack. Make sure power steering fluid is topped, if
you hear a whining noise while turning.
Check the level in the power steering fluid reservoir. You most likely need a top up. The noise is caused by the pump effectively pumping air through the system. Top up to the level marked in the reservoir then turn on the engine and move the steering wheel around for a wile then turn off an re top up to the level marked in the reservoir and all should then be OK. Make sure you use the correct fluid for the car – usually a Red Dexron Hydraulic Fluid.
this is either a loose belt, or low power steering fluid. Remember that Honda uses a diffrent power steering fluid from everyone else. Make sure it is a Honda compatable fluid, or you will get leaks.
