My 2001 Hyundai Elantra has an Idle surge that occurs when I start up, while I drive but mostly as I come to a stop. The engine rev's to 2500-3000 rpm, then goes down to 1500 or so then back up to 2000 and eventually settles where it should be at idle, around 800. The check engine light IS on but I don't have an OBD 2 scanner to read the codes & can't afford the diagnostic charges locally. I have already checked for vacumn leaks, cleaned and luded the throttle plate & linkage, replace the idle air ctrl motor and cleaned the bore where it is seated. Has anyone come across this problem?

Surging when hot, ok cold

Check your Idle Air control Valve and your EGR valve. Most of the time these will not set off codes but will give you problems like this and are easy enough for a none mechanic to fix it

Engine Idle Problem - Intermittant

I've just had the same thing on my Elantra 2001. I took it to the dealership and they fixed it easily; it was a malfunctioning 'Throttle Position Sensor'. They fixed the faulty connection but they said a new one would have cost about 175GBP (275USD) fitted. Hope this helps.

Engine high rev at stop and slowly goes to idle speed.

I've got Hyundai Lantra 1.6 year 2000. It's take time to start when it's hot. When I start my car it revs at about 2k-3k rpm. It also does it when I come to a stop. When I come to a stop it will stay at a higher rpm than that of idle speed. It drives ok when on freeway but uses more petrol. I have changed the water & petrol pump but no luck
