The 1991 model was not hydraulic. There is a cable extending from the clutch pedal to the bell housing on the passenger side of the engine compartment. There is a plastic adjusting nut where the cable enters the bell housing. Turning the nut to the right tightens the cable and reduces the amount of travel required to disengage the clutch.

How do i adjust a manual clutch to a 2003 honda civic ex coupe?

The only adjustment is free play at the pedal, the clutch release is hydraulic and is self adjusting. If the engagement is getting low on the pedal, it usually means the clutch is wearing out. It is possible that the hydraulics are leaking, inspect the slave, master and hose.

2 problems: 1. Why does the clutch catch so high when I let it out? 2. Tight steering maybe belt?

The clutch is high because the clutch disk is getting thin. You will need a new clutch soon.
Does tight steering mean "no power steering"? If so check fluid level. Possible cause are the pump or the rack and pinon.

Gears are all moving without the clutch car does not move on any gear 1991 honda civic breeze

When you said without clutch I'm assuming you mean w/out clutch pedal pressed down. Assuming that, and you have the trans in gear with foot off clutch pedal, and vehicle will not move then it sounds like the clutch disc or pressure plate is worn out. These parts wear out just like brake pads or even the bottom of your shoes. Once it's done they have to be replaced.
