If the central locking system is not working on your Citroen C2 and the garage has quoted a high price for a new key and programming, here are a few things you can check:
Check the fuses: Check the fuses for the central locking system. It's possible that a blown fuse could be causing the issue.
Check the battery: Ensure that the car battery is fully charged and functioning properly. A weak or dead battery can cause issues with the central locking system.
Check the wiring: Check the wiring for any damage or loose connections. The wiring for the central locking system is located behind the door panels.
Regarding the passenger door, if it is permanently locked, you can try the following steps to manually unlock it:
Remove the door panel: Remove the door panel to gain access to the lock mechanism.
Manually unlock the door: You can try to manually unlock the door by using a flathead screwdriver or a slim jim to manipulate the lock mechanism.
Check the lock mechanism: Once the door is unlocked, check the lock mechanism for any damage or wear. Replace any damaged parts as needed.
If you're not comfortable with these steps or if the issue persists, it's best to have a professional mechanic diagnose and repair the issue. They will have the knowledge and equipment necessary to properly diagnose and fix the problem.

Start at fuse box... replace fuses blown. is it an after market stereo? if so may have exposed wires shorting out in back, which are any 12volt wires that are bare and touch any metal on car.
There are two things that can cause this either there is a fuse that blew that connects both the window and the radio or its two seperate issues fuse to stereo and the window regulator went bad or switch on the window. First thing I would do is check the fuses if you confirm the fuses are all good you will want to diagnose the wiring on the stereo and ensure there is a good power and ground. If the window has 2 switches make sure its not locked if thats a option then go ahead and ensure it doesnt work on either switch if not you will want to get the door panel off and check for power and ground at the regulator if there is most likely the regulator went out and will need to be replaced. You can get the window up use a board to allow it to stay closed until you get a new regulator. Please let me know if there is anything else I can do for you. Thanks for using fixya!
