1.) Open the hood of your van 2.) On the passenger side of the vehicle, look behind the headlight enclosure. You will see a set of wires running into the back of it. This is the power clip. Either with your hand or a flat-head screwdriver, pop the power clip off.
3.) There is a plastic ring encasing the light bulb. Turn the ring counter-clockwise and pull it out of the socket and set it aside.
4.) Pull firmly on the light bulb to remove it.
5.) Place the new light bulb into the same opening. Be careful not to touch the glass part of the new bulb. The oils in your skin can substantially reduce the life of the new bulb.
6.) Replace the plastic ring and turn it clockwise to lock it in place.
7.) Reattach the power clip to the back of the bulb.

Passenger light want come on when i first turn on the lights a2006 town and country van

Low beam circuit is open some where, acquire a wire diagram to trace to the source, could be at the connector at the bulb easiest to check there first for ground and power to each of the wires with a test light with lights on dim then on high beam to determine which wire is low beam circuit, ground always is the black wire.

Driver side head light out both hi and low beam. Replaced bulb no difference. Looked in fuse box but couldn't tell which fuses or relays worked the headlights.

Your owners manual may have a diagram showing which fuses or relays work the headlights. There may also be a diagram on the fuse box cover if your fuse box has one.

1999 Chrysler T&C Limited - Driving lights/Fog Lights

The fuses that protect your headlamp circuits are Fuse Numbers [4] (Left High Beam), [5] (Right High Beam) [6] (Left Low Beam) and [7] (Right Low Beam).
Fuse 4 is a 10 Amp fuse
Fuse 5 is a 10 Amp fuse
Fuse 6 is a 20 Amp fuse
Fuse 7 is a 15 Amp fuse
All are located in the Power Distribution Center in the engine compartment.

The difference between a 1999 Chrysler Town & Country with DRL and WITHOUT DRL is that one has a DRL module and the other does not. The headlmps themselves are wired exactly the same.

To make yours work, you would have to add the DRL module and reprogram your Body Control Module (BCM) to accept the DRL module. Doing it any other way would probably result in the BCM setting fault codes and possibly even causing malfunctions in other non-headlamp-related circuits.
