A relash is an upgrade to your cars computer, every few months dealers update software to correct problems in software when car was produced(can cure some driveability and no start issues or emissions issues) Unfortunetly u can not upgrade it yourself this is a dealer specific fix.
i would first check the fuse for the pump.then if it is good .i would replace the filterbecause it may be cloged and building pressure to that point which is why you just hear the click.hope this helps
