The sending unit located in the gas tank must be replaced on most of these cars you can gain access to it by removing the back seat revealing an access cover allowing you to get to the sending unit remove retaining screws or locking ring and replace. You probably should be grounded and have a Haynse repair manual handy to walk you through this job it's not the easiest job but not to hard either unless the gas tank must be dropped down to access the sending unit if that's the case have a shop do the job that job is pretty tough.
I dont know if the above recommendation worked for you, but for me the instrument cluster lights weren't working and the fuel gauge needle didnt move. I removed the instrument cluster and following a website, i had a tv repair guy replace the 3 capacitors which the website advised of and now the gas needle moves and light is back on, i spent about $50 bucks for the sodering work.
The LS400 tank is located between the trunk and back seat so you don't have to "drop" the tank to access the pump or the fuel sending unit.
The sending unit is on the back side of the tank and can be accessed through the trunk. There are 4 Phillips screws holding a cover over the tank in the trunk. These screws are near the rear speakers.
The pump is on the front of the tank and can be accessed by removing the rear seat. The bottom cushion is not bolted and can be removed by pulling up on the front edge and sliding forward. The back cushion is held down with 4 bolts near the bottom. Once removed you can slide the rear cushion up to remove it.
When removing the pump, DO NOT CUT the wires going through the front plate. There is a connector on the rear of the tank near the sending unit and the pump (inside) has connectors on it.

If
all voltages checked ok, then most probably its faulty instrument cluster board
on which gauges are connected. Yes if cluster circuit board looks ok, then also
it can be faulty. Somewhere there is minute short or burn on board then such
problem arises.
Also
check the fuse box. One under hood and other under dash.
Inspect
each and every fuse and see if all are fine or not.
