First you have to identify what causes the problem.
To do this you have to:
1) When engine is cold check the level of coolant. If it is low fill it up.
2) Start engine and check if engine reaches regular temperature. If your engine is not heated enough it means your thermostat does not work properly and should be replaced.
3) If engine temperature is normal, then check the temperature of pipes that go to/from heater core. These pipes are located up the fire wall (easier access is from the passenger side). If pipe/pipes are cold (even engine is worm) it means you heater core is plugged and should be flushed. Keep in mind, flushing the whole cooling system is different from flushing heater core.
4) If pipe/pipes are hot/warm, turn off the fan, switch controller to the hot position, wait for 3-4 minutes and turn on the fan. Note if the cold air blows first or warm air blows first but it cools down in 5-10 seconds. If the air blows cold than it is most probably the problem with blend door or blend door actuator.
5) If air blows warm first and then cools down, then while running engine and remaining the transmission in PARKING position, press on the gas pedal until your engine reaches 3,000 RPM. Check if your heater blows warm/hot air. If it does, then your water pump does not work properly and should be replaced. If the air still cold, I would suggest to flush the heater core.
in it and leaking pressure. If cracked get a good one from junk yard or auto store. If ok. Cheap easy fix. You don't need to buy new heater core!!! Faulty Ford design of heater core tubing into heater core. On passenger side heater core hose, it gets blocked where there is a heater core bypass. Simply buy a hard plastic hose from hardware store about 4 ft in length, 3/8 size or there abouts that will fit inside the heater core hose. Cut one end of hard plastic hose at sharp pointed angle. Remove heater core hose from top of water pump. Place hard plastic hose over length of heater core and measure how far in the hose it would have to go inside of heater core hose...to that blockage junction. Use magic marker on plastic hose to mark. Insert the hard plastic hose all the way up to blockage. Spin hard plastic hose like an auger to cut through blockage much like a plumber does a blocked drain or toilet!. Shove in further and further carefully past blockage. You want to be reaming the material blockage. Do this for 10 mins , rotating all the time the auger pointed edge hose...til you think you have cleared and hose goes to firewall/heater core entry. You can hold heater core hose upwards and pour in water or use garden hose to just blast in a little water, then hold hose down to drain. Put heater hose back on. If you have a Heater core Bypass that is rubber hose...you can temporarily clamp a vice grip on that bypass to force all water/antifreeze to pass through heater core. Add fluid if needed. Warm up engine. I actually do this each fall for 10 years...I leave small vice grip clamped on bypass hose with plastic ties to keep in place. That way most of hot antifreeze passes through heater core. You can also take to shop and have blasted out/ but I find this $2 cure works better.

SOURCE: my 1995 ford areostar van when heat is on only blows cold air
The aerostar has a vacuum operated watervalve in the heater tubing.the valve is located on the
passenger side inner fender behind the aircleaner.with someone operating the controls inside the van
you can check to see if you get vaccum by removing the tiny hose that goes to the water valve
and checking for suction as you in the van person operates the heater conthttp://www.fixya.com/PostAnswer.aspx?thid=1323651&prdid=696348rols. If you have no
vaccum there is a break in the hose between the intake manifold and the valve. If you do get
vaccum check to see if the valve changes position from vaccum on to vaccum off. you can see
this motion on the small lever on the side of the valve. If the valve lever doesn't move you can
move it manually to allow the water to flow through the heater core. if the valve won't move manually
there is an obstruction in the valve. If it does move manually the vaccum diaphragm is gone.
replace the valve. if it moves to the manual open position you can hold it open with a tywrap.
before you get to this point you should first check to see that there is enough coolant in the
radiator. If you still have no heat you can check the coolant flow through the heater core. to do
this remove both heater hoses from the valve and pump water from a hose into one of the hoses
water should flow from the other hose. If it doesn't the heater core is blocked. The rear heater
operates the same way with the watervalve under the van just behind the drivers seat.
Good luck.
SOURCE: heat works on driver side, passenger side blows cold air.
Did you check your coolant level or was it low and you added to it at some point? If so the system my need to be bleed or worst case the thermostat is going bad.
