First, make sure there is a diagram under your hood that shows the belt diagram so you can put it on correctly. If a diagram isn't under the hood, use this link to get a copy of the diagram.

Just replaced Serptine Belt now car making loud

It's not uncommon for a new belt to require re-tightening soon after it's been replaced. Check the belt for any excessive slack (shouldn't have more than 1/2 -3/4" ). A loose belt would be one possible cause for the loud noise you describe.

2002 Toyota Solara Convertible seat belts not retracting

The front seatblet retractor springs have weakened. Unfortunatly, there are no "user serviceable parts" on them. They would have to be replaced. How many miles is on it? If you have low mileage, the Toyota Customer Experience Center may provide you some assistance, as the belt replacements are quite expensive. I'd call the CEC and explain your dilemma.
