Also if the engine has never been rebuilt, and this Honda Civic is indeed a 1995 model, then you may have worn out,

1.Valve guides
2.Piston Rings
3.Tapered cylinder walls
4.Worn bearings, to include Main, Rod, and Camshaft.

Also check your PCV valve.

If your plugs are oil fouled, then either the spark is weak and not firing correctly in each cylinder (you would probably have misfire) Or the 02 sensors are bad and the engine is running really rich.

I have a 1995 Honda Civic. When driving up hills

Check spark plugs and all related cables, fuel hoses, fuel filter (change if black but make sure lines and fuel tank are clean first), and air filter. If blank spots are experienced when power is lost completely then firing of spark plugs may be the issue. Possibly also related to insufficient fuel reaching combustion chamber. Whenever I have worked on old Hondas with no spark,they have always gotten a salvege yard distributer ....they were well known for going bad inside,whether its a coil or ignition module or whatever inside distributer,the easiest fix is to replace whole thing...good luck...lee

1997 Honda Civic EX power loss

start with the easy stuff. check the plugs. make sure they are not wet with oil leaking from the spark plug stem seals located on the rocker cover. Check your air filter to make sure its clean. Now for the slightly harder stuff. The spark plug wires should be changed every 80k or so. My suspect the reason for the power loss is most likely a clogged cat convert in the exhaust system. check your exhaust flow. Way to do that is to check the temp. of the exhaust before the cat and the temp. after the cat. If the Cat is plugged the temp before the catalytic converter will be abnormally higher than after the cat.

BUT if you are experiencing misfire of engine. I would go straight to replacing spark plugs and wires. Distributor cap and rotor.

Also check the charging system. make sure the alternator is charging the battery at above 13Volts. With all components on. ( radio/lights/highbeam/AC). Use a voltmeter and check at the battery positive and negative. if its not charging above 13 V replace the alternator.

Wet spark plugs with oil

Replace valve cover gasket ,It will come with new seals to prevent oil from getting into spark plug holes
