If the horn sounds at all, to me, that means the horn relay is ok. The horn relay is in the underhood fuse box.
What you might try is a redundant ground wire from upper steering column support bracket to known good chassis ground.
I saw a service bulletin relating to horn ground on your vehicle, between steering column and chassis. if that is the problem, they have an improved steering column assembly, but, see if the jumper wire will work, first.
different cars different places. look on back of fuse cover it is either on inside fuse box, or under hood fuse box. if the fuse is ok! check the relay for the horn in under hood fuse box. if that is good.disconnect wire from horn, run a wire from battery positive to the horn it self, if it works now, it is the horn relay or button in car. I have a 1999 corvette and the horn will not blow when pushing on the horn pad. It beeps when locking the car and security system.how do I locate the problem.

Check fuse. Usually located under the Steering wheel or under the hood. You will have to use the other side of the cover to determine which fuse controls the horn and see if the metal link is broken. If both are not blown its probably a short in the wire. If it randomly just happened then its a good first guess without knowing any further details.
Usually I check all my fuses any time I am looking for a specific one. Sometimes a random fuse can be the cause, and not the actual Horn fuse that is blown.
This wold indicate that you have a shorted horn circuit. Generally, the horn circuit has a negative contact at the steering wheel, meaning when you push the button, it grounds (-) the sysem causing the relay out in the engine compartment area to provide 12V (+) directly to the horn. If nothing else causes the fuse to blow, the pwr window/sunroof., then either the relay itself is shorting out or a wire to the horn is grounding, or you have a bad horn. (spend a few fuses & save time, unplug the relay, replace the fuse & press the horn button & see if the fuse blows. Next, plug in the relay & do the same for the horn)
Generally it won't be the wire from the horn button or the horn would be working continually. Your owners manual should tell you where the relay is & you could see if you notice any unusual appearance to the case, as well as following the wiring from there to the horn, to see if any damage is apparent. IE: if the horn is located in the front grill area or near a opening in the fenderwell, does it appear a rock or something has hit it or any wiring causing damage. With a vehicle as new as yours, if it isn't obvious damage, I would suspect the relay. good luck
Your horn works off of the engine compartment fuse box. There will be Maxi fuses and regular fuses in it. The regular fuses there is one 15 amp fuse that fuse is for your horn relay. I don't know what direction they go in but it will be the 5th fuse in that row. Right next to that row of fuses there will be a row of Maxi fuses they should go in this order a 50, 50,40,30,50,40,30. In this same direction of fuses the # 2 relay in this order is your relay for your horn. If you remove this relay you should have 12 volts on 2 of these wires. There should only be 4 pins that are used in that relay even though it has for pins. The 2 power wires both work off of the #5 i5 amp fuse in the engine compartment. If you have power on 2 wires at the relay when it is removed then you will need to chack all the other wires where the relay is for a ground when someone holds the horn button down for you to check. If you have a ground when the horn button is depressed then the other terminal that is left in the relay that you removed I need you to take one of the power wires that has 12 volts and jump it over to that other terminal that is n't the ground wire for your horn when the pad is depressed. If the horn goes off then every thing is ok with that circuit then the relay has probably failed switch it with a simular looking relay in the engine compartment fuse panel then see if your horn works properly. If you don't have a ground at one of the terminals when someone holds the horn pad down. Then the problem is probably between the horn pad and the relay more then likely it is your clock spring in your steering column. Let me know if you need any more information then this.
