Hi, there are a few fuse boxes in the jeep, there is a main one on the driver side, there is another one on the passenger side floor by the bottom of the front passenger door and there is one more under the hood on the passenger side. Take care
try having someone pull the release and someone else give a quick bounce to the leading edge of the hood. If it opens, use plenty of solvent on the latch mechanism and work it till it's free.
First, take a good look at it and find out what isn't working. Often they just get rusted and sluggish. Use wd40 or other solvent and work the mechanism to free it up. If that does not work, you usually can get the assembly very cheaply at an auto salvage yard. Also make sure the rubber bumper stops are properly adjusted they tend to wear and flatten and will allow the hood to flutter if that happens. The bumper screws up and down to adjust.
try pushing down on that side of the hood when you pull the lever (takes 2 people, or 1 with 4 9ft long arms). Keep holding the lever while you release the center latch and lift the hood. I can't promise it'll work, but it usually does. sometimes you have to play with it a while.
I had the same problem with WD-40 and man power I over came it. Chances are your latch is rusting / corroded or gummed up. What I did was to lift the passenger side up a little not to much or you will bend the hood, follow the bar as far as you can and spray the release with WD-40. Have someone pull the cable and try moving the release bar on the passengers side back and forth. It may take a little doing but it should eventually release. You know the cable isn't broken because it does release the passengers side, when you finally get the hood open make sure you spray down all three of the latches.
