My 2007 Passat Wagon over the weekedn was tapped by a parallel parker. No physical damage to the veh but I now the steering column locks and I have difficulty insertingt he key. The dealer just informed me that there was gum in the ignition, which I find is TOTALLY outrageous since I do not chew gum and am the only driver of the vehicle. I have to pay #700 to replace the engine switch. Is these right??

there are probably small plastic lock pins that take up the slack in the column
these break of when a heavy pressure is applied to the wheel either by the drive or in an accident to allow the column to collapse
the fix is a new steering column
check the steering column for failed "U" joints or flexible connections
Take it to an accredited specialist steering shop for a proper diagnosis
you can use 1995 to 1996 buick century and olds ciera . But the ignition key has a chip in it you will need to take the Theft/Locking, (keyless entry, pkg deck)
Remove two self-tapping screws that attach the multi-function switch to the steering column tube casting. Disengage multi-function switch
from casting.
Disconnect the two electrical connectors, using caution not to damage the
locking tabs. Do not damage PRNDL cable.

Tighten to 2-3 Nm (18-27 Lb-In)
Installation
Install the two switch electrical connectors to full engagement. The wiring
for the switch is to be routed under the PRNDL cable.
Align the mounting holes on multi-function switch with the holes in the
steering column tube casting. Install two self-tapping screws making sure to
start the screws in the previously tapped holes. Tighten to 2-3 Nm (18-27
lb-in).
For automatic transmission (7003), verify that the PRNDL adjustment is
correct.
Install the steering column shroud.
NOTE: When the battery has been disconnected and reconnected, some
abnormal drive symptoms may occur while the powertrain control module (PCM) relearns its adaptive strategy. The vehicle may need to be driven 10
miles or more for powertrain control module to relearn the
strategy.
Connect the battery ground cable.
Check the steering column tube for proper operation.

There is a special Parklight switch on top of the steering column between the steering wheel and the dash. You probably accidentally turned it on cleaning perhaps? I believe the switch is there so you can leave your parkers on whilst also being able to remove the keys and lock the doors etc as normally all lights switch off when you take the key out. Silly place to put it though..took ages for me to find it when the same thing happened to me!!
have you checked the switch at the top of the steering colum,that turns on and off the parker lights sometimes people touch it accidently and the lights stay on
Your anti-lock brakes are activating. The computer thinks that a wheel is locking up and pulses the brakes for a controlled stop. If you don't physically have a wheel locking up when you brake, then you need to get the wheel sensors checked.
