Circuit Protection The main fuse block on these vehicles is located on the right side of the dash, behind an access panel. These also may be a convenience center which can be found under the hood.
Each fuse block uses miniature fuses which are designed for increased circuit protection and greater reliability. The compact fuse is a blade terminal design which allows easy pull-out/push-in removal and replacement.

Headlights, interior lights and radio not working on 1989 corvette. checked fuses and they seem to be ok.

If a good visual inspection showed you nothing like a broken, pinched or cracked wire. Check your ignition relay to see if it is good. You can use a 9 volt battery with some wire and touch the wire to the battery then to terminal 85 & 86 on the relay. If you hear it switching it is good. The relay should be under the hood in the fuse block terminal. Something I seen in the past with the same situation on the same vehicle was water in the passenger side tail light. This causeed the ignition switch to short out and changing it fixed the issues. If your relays and fuses are good and you would know that for sure because you tested them with a test light or ohm meter than I would go after the ignition switch. Unfortunatly if you don't know what your doing and it is a wiring issue you may not figure it out. There are a number of things that could cause this issue. Not working could mean the lights are flickering and you can here clicking. I'm assuming the vehicle starts. More detail could help diagnose the root cause.

How do I fix the head lights on a 1989 Chevy corvette ?

1st I'll need to know what the problem is with them exactly, won't flip up, headlight bulbs are not turning on but light carriages do flip into the up position?? What? What work have you done if any to try and repair whatever this problem is with the headlights? Throw me a bone here, I own a 1996 C4 now and have rebuilt another (84) from a rolling wreak. 89 VETTE. ALL GAUGES IN DASH NOT WORKING . THE DASH LIGHTS DO WORK . RADIO HAS NO SOUND . INTENA DOES GO UP AND DOWN . SPEDO GAUGE NOT WORKING , FUEL GAUGE NOT WORKING , TACK NOT ...

Do you know that all this stuff was working when it was parked? Lets assume it was. Most of this stuff works with the key on or in the acc. position. You are going to need something to check for voltage. At least a test light better yet, multimeter. The dash lights however, come off the headlight switch. Start by checking for power at the fuse for the gauges it's marked "inst" for instruments it protects all the gauges including the tach and speedo. With the key on you should have power on both sides of the fuse. The antenna won't come up until you get the radio to come on. If you have power at the fuse, Your going to have to start taking the dash apart to see where the "open" in the circuit. If you have no power at the fuse, it comes from the ignition switch, it's down low on the steering column. ( I hope you're skinny)

As for the brakes, since it's been sitting that long I would be pulling the wheels off and looking for a seized caliper.

If your going to do your on work on this car I recommend investing in a good manual, try to find a factory book on ebay. or Craig's list.

This is a way cool car, have fun with it!!!
